No. For php.ini you can set individual php.ini settings on the PHP configuration page of each domain, but general settings of system services like MySQL need to be done on the system console level.

I found a PHP configuration page for each domain in Plesk 12.
Is it the same in Plesk 17?
But, I do not know how to use this page.

From a security point of view, any MySQL customizations must be performed only in CLI.
