Is there an option to create an incremental backup at external storage without a premium extension?

Incremental backups are available by default for all types of backup destinations, including remote storage.

@boka003 users cannot access/restore server-wide backups saved on external storage. This can only be done by admin. You need configure the FTP storage separately from Websites & Domains > example.com > Backup and Restore:
