Resolved Internal error: Repository is not opened SWKeyExFatalError

After updated,
i get the error when i using https to panel
Internal error: Repository is not opened
Message Repository is not opened
File functions.php
Line 3330
Type SWKeyExFatalError


What i have do is repaired FS, repaired installation but no luck ,
would anyone have idea?

Wrong permissions for /etc/sw/keys
Make sure that you have:

# stat /etc/sw/keys/
File: ‘/etc/sw/keys/’
Size: 4096 Blocks: 8 IO Block: 4096 directory
Device: 42h/66d Inode: 111806987 Links: 8
Access: (2770/drwxrws---) Uid: ( 0/ root) Gid: ( 1001/swkey-data)

And use this article for fixing /etc/sw/keys broken permissions after upgrade

I get this error and the above article (setting permission) didn't help, I did that, restarted psa, rebooted, server, etc.:

EDIT: this second fix worked: Unable to access/activate Plesk: The license key is invalid. In order to use the Panel, you need to obtain and install a new valid license key
