Is there any way to create department email admins

Hi,

Is there any way to create department email admins with the ability to see and manage the email accounts for their department only?
Preferably with just the ability to add and delete email accounts and reset passwords.

This would have to be made using always the same domain (ex: company.dom not sales.company.dom and marketing.company.dom, .......)
