Question Mail Filtering Rules

I am looking for a way to create server side email rules, applied at the domain level.

I found this page that says filtering was added in Plesk 12.

I found this page where a couple people talk about it, but they talk about creating rules in the webmail software. I found filters in roundcube, but I am creating them under an individual user so the filtering rule would not apply to all incoming mail for the domain.

How do I create a filtering rule that applies to the entire domain?
