Please omit the "sudo". When you are running as root you don't need that anyway.

Also reconsider the version. Why upgrade to 10.4 if 10.11 would be possible? Is it because of an old Plesk version where only older MariaDB versions are supported?

Also watch that the mariadb_repo_setup only supports these OS:
* RHEL/Rocky 8 (rhel)
* RHEL/CentOS 7 (rhel)
* Ubuntu 18.04 LTS (bionic), 20.04 LTS (focal), & 22.04 LTS (jammy)
* Debian 10 (buster), Debian 11 (bullseye), and Debian 12 (bookworm)
and two more that Plesk does not support.
Is your system one of these?

Gleiches Problem
 
The implemention with the "service" command may not work on Debian. It's a known MariaDB issue. Instead, try systemctl, e.g.
systemctl stop mariadb
or
systemctl start mariadb
etc.

instead of

"curl -LsS https://r.mariadb.com/downloads/mariadb_repo_setup | sudo bash -s -- --mariadb-server-version=10.11"

?

If there is no sudo installed on debian by default, but this is tutorial for debian, wouldn't it be better to update the tuorial or (at least) insert info for that?
 
Yes, it worked great without sudo. No problems. Only questions: The websites already show mariadb 10.6. But plesk shows still 10.3.
 
Did you run plesk sbin packagemng -sdf after the upgrade?
