Migration Agent Install Error - Capicom

During the install of the migration agent on the source host, i get the following error:

Error 1304: Error writing to file c:\winnt\system32\capicom.dll
verify that you have access to that directory.


I am logged in as an administrator and am able to add/edit/delete files in that directory.

Any thoughts on how to get the agent installed?
 
Hello!

Please reboot your computer or try to rename you capicom.dll and then install PMM Agent.

I rebooted...

and, when I go to rename the file, well, there isn't a file there.

It is like the install doesn't have rights into the directory.
 
I will try that, but I guess I am guessing the very next DLL that needs to go in the directory will fail to...but, I will try that and report back.
