Migration from Plesk 8.1 to 9.5: safest way?

Can I use apt-get to upgrade my Debian 3.1 to Debian 5 or do I need a new installation of Debian 5?
 
If you have Plesk version for Debian 3.1 and you upgrade Debian to 5 version your Plesk will be broken because version for Debian 5 should be installed.

So what would be the best way to upgrade to Debian 5 and Plesk 9.5?
A new server and the use of migration wizard?
 
Install Debian 5 server with Plesk and migrate all content from old server to new via migration manager or with backup/restore procedure as it is described in Migration Guide.
