Migration manager locale error.

When I migrate from my 9.5.4 server to a 10.3.1 one I'm getting

Error: reseller "jrivero"

Execution of /usr/local/psa/admin/plib/api-cli/reseller_pref.php --update jrivero -locale es-ES failed with return code 1.
Stderr is
Error(s) in command line options: Wrong syntax for command's '-locale' parameter.


I guess it is missing a - and it should read as

/usr/local/psa/admin/plib/api-cli/reseller_pref.php --update jrivero --locale es-ES

But am guessing.

Anyway, a fix is needed.

Most likely the license does not support amount of currently installed language pack.
Check license properties.
