Resolved Migration on the same server possible?

Is there any way to migrate from Ubuntu 16.04.6 LTS and Plesk Obsidian Version 18.0.27 Update #1 to Ubuntu 18 or 20 and Plesk Obsidian
Version 18.0.27 Update #1 like this way:?

First, on Ubuntu 16 start Migration to /sourcetmp. Then install new Ubuntu 18 or 20 and Plesk Obsidian Version 18.0.27 Update #1 on the same server (Ubuntu16 is removed), install migrator and migrate from /sourcetmp as source into new installet UbuntOS?

Or is this better: Fullbackup on Ubuntu16/Plesk and restore this on new installed Ubuntu18/20 with Plesk?

This is the right way.
And use remote/cloud storage for backup.

Also, Ubuntu 20 is not supported yet.
