MSSQL error

When i try to create a new database i get the following, and the DB is not created:

Unable to create database: Unable to create database-dependent object: Database Microsoft SQL server is not running.

also, when trying to access an existing database i get:

Unable to create database object: Unable to create database-dependent object: Database Microsoft SQL server is not running.

I am running an external MSSQL server which is properly configured.
