multi language switch

I'm trieing to install a second langauge to my site.
According to the userguide there should be a possiblity to add a language.
I cannot find that. I can switch to an other language in the settings tab, but there is no way to add a language.
There also should be a switch language module, I missing that too.
Where do I go wrong.

To enable the multi-language feature in Presence Builder a paid add-on is required for Plesk, see http://odin.com/products/plesk/add-ons/. Please contact your hosting provider to see if they can add it for you.
