MySQL Too Many Connections Issue after Updating to 9.5.3

Since updating Plesk to 9.5.3, many of my websites have been experiencing issues with pages not loading because of the MySQL "Too many connections" issue. Today I've even had issues using Plesk Panel when setting up new email and domain accounts.

I have no idea what could be causing this or where to even look but it started Tuesday when I updated. Any ideas?
 
I downloaded through yum. It appears I had too many persistent connections that were hours/days old. I updated the my.cnf to close connections after 60 seconds and that solved the issue.

That said, the my.cnf was bare. It had barely any info in it. Not sure if that was always the case.
