No way to add new mailboxes in 8.1???

Can someone help? We just upgraded from 7.6 to 8.1 and now we cannot add mailboxes to websites. When inside a website in Plesk the "Mail" icon takes you to all of the email addresses setup and it doesn't give you an option to add any???
