Hello,
Do you know if it is possible to install npm packages in a Windows server managed with Plesk
 
If you use Node.js Plesk feature, and install some node.js application in scope of your subscription, you will have "NPM install" button at least.

But note, that there are some specific for Windows issues - Plesk Node.Js Setup
