A dist-upgrade is a multi-step process as outlined in https://support.plesk.com/hc/en-us/...upgrade-procedure-on-Linux-server-with-Plesk- for different operating systems and versions. If you did not follow the preparations for the upgrade, I am not sure whether the situation can be fixed easily. Your best option is to open a support ticket to let staff check the situation on your server and maybe assist with with fixing it. Another option would be to spin-up a new server, install a fresh Plesk on it and restore the content of websites, mailboxes and databases from a backup you might have. If you have create a snapshot in your virtualization environment before you upgraded, you could also consider restoring to the situation before the upgrade was started and then to follow the guide from the above mentioned article.

You did not actually try support, did you? From your output shown above it is clear that there are severe issues with library dependencies. You do not expect to get them solved through a forum, do you? Please open a support ticket if you require assistance, and support staff will be happy to assist you.
