Issue Pages are not loading and plesk not available

since yesterday I got this error message, look picture please:

Whan kind of problem is this and how can I solve this? I am using centos/plesk on virtual machine... I have only two accounts on this machine, with less visitors....

It looks like issue with binded incorrect IP, try this solution:
Plesk is not accessible: ERROR: Zend_Db_Adapter_Exception: SQLSTATE[HY000] [2002] Connection refused
