PHP Script performance issue

Hi!

I've tried roughly 10 download scripts for php and everyone results a performance drop from 600KB/s down to 70-80KB/s compared to downloading a file without a script call (direct downloading). Hosting files at forums is almost impossible due to this issue.
I'm using plesk 7 on a windows 2003 server (web edition) box.
Speed is about the same no matter what file size I've tried.

IIS 6 / Windows 2003 problem? Plesk php installation problem? Or?

Anyone using a windows box (IIS6) that can verify the problem - or have a solution?

Have to ask; is there no one who uses php on their windows boxes that can verify this problem??
