Plesk 8.2 Services Unavailable

New installation on server. I was able to access the control panel for a short period then it stopped.
 
I checked that out earlier and it is running. Could this be the same problem that happened 7.1?
 
I went in and looked at IIS Manager > Application Pools > PleskControlPanel > and that is far as I could go. No Properties > Recycling. I am to the point of having Plesk reinstalled.
 
Finally closure on the problem, I reinstalled the software and the Control Panel is up and running.
