Resolved Plesk firewall question about blocking an IP range

Am i right in think that adding this to the IP banning rule
172.70.0.0/16 will block every IP coming from 172.70? and likewise adding 172.0.0.0/8 would block the entire network?

172.70.0.0/16 covers all 172.70., 172.0.0.0/8 covers all 172.
