Resolved Plesk migration from 12.5 to Onyx?

We have a physical server with Plesk 12.5 and about a dozen sites. We need to migrate to a VM with Onyx. I have tried a full backup and restore. I don't see obvious errors, but the database migration is incomplete. And the sites are restored, but Plesk knows nothing about any of the Wordpress. What is the best way to get this done. I'm brand new to Plesk.
 
At the moment my test environment is blocked over 8443 from source to destination. I'll see about getting an AWS instance to test with since it's probably going to GovCloud anyway.
