Plesk MySQL Database

I just did a new install of plesk, on a new machine and when I try to login to the control panel for the first time, I get the following error:

ERROR: PleskMainDBException DB query failed: Unknown error 0: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:213 db_query(string 'set names utf8') 1: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:619 reconnect() 2: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:584 db_connect() 3: C:\Program Files\SWsoft\Plesk\admin\auto_prepend\auth.php3:79

I tried changing the database to use an external database on another machine, but it didnt like that. So this is a 2 part questions: first, whats with the error shown above and second, how do I get plesk to use the MySQL it installed?

Have you changed %plesk_dir%\admin\php.ini?
Also try to switch back to local databse and check was error gone

I havent changed %plesk_dir%\admin\php.ini? considering I dont know how. Also, how do I switch back to local database? As stated in my original post, I just did a fresh install without changing anything!

password doesn't match in Plesk and sql
set password manually matched

I'm having the same issue after updating to 8.3.0.1 from 8.3 do u guys know how to fix this? because I don't remember the old password

Nevermind I figured it out on how to fix it Thanks to JackL for the hint.
