plesk mysql problem

Hi,

i've a problem with my windoes 2003 server running plesk 8.3.
If i launch Plesk Restore, for example, i get an error:
Failed to connect to database: Host '127.0.0.1' is not allowed to connect to this MySQL server

the same error if I try
mysql -uadmin -pMy_PASSWORD -P8306 psa

no problem in the other mysql on port 3306

where is the problem? I'm unable to use plesk panel and all the other utilities!

Please help!
