Looks like a leftover from a distro upgrade as it is looking liblog4cplus for Ubuntu 20.04. It is worth to run the checks provided in the linked thread starting off with:

the next step in the thread removes all my php-versions and plesk repair installation got an error, i can't reinstall any other php-version via Plesk cli or ui
 
I've now purge all old php80, php81 and php82 version manually, what about the sw-engine-cli, bootstrapper an other plesk packages above, can I simply uninstall them ?

Issue - Older packages not being cleaned up

I'm starting to notice Plesk is not keen on removing older packages it no longer needs after you have upgraded a few versions (but still flags them as dependencies). Doing an autoremove does not reveal these packages. Example: # yum list installed | grep sw-engine sw-engine.x86_64...

;) You've now got different issues on different servers... Even though, presumably, both are using Ubuntu 24.04.* LTS and Plesk 18.0.69. As you have a mix of challenges to resolve now, because of the interaction with Plesk, rather than ...progress via this forum it will be much quicker for you, if, you place a support ticket, direct with Plesk. PS Did you see THIS and take the necessary actions (for PHP 8.4)? This isn't connected with your main issues, but it will avoid you receiving error messages if / when you do use PHP 8.4 after you've resolved your main issues. Ignore this if you've already implemented it.
 
Ok, i've remove all php8.4 packages, both server are on the same OS (Ubuntu 245.04 LTS) and Plesk 18.0.69.
If i run:

Checking Linux system files

  The permissions on some of the files packaged by Plesk are incorrect[ERROR]

      WARNING: Skip checking 'plesk-libstdc++13.2.0': Cannot find

      (13.2.0-ubuntu.24.04.240311.1816)
there are two version of plesk-libstdc++ installes
plesk-libstdc++13.2.0/now 13.2.0-ubuntu.24.04.240311.1816 amd64 [installed,local]
plesk-libstdc++13.3.0/now 13.3.0-ubuntu.24.04.250306.1204 amd64 [installed,local]

I can't remove plesk-libstdc++13.2.0 or the plesk-libpoco-1.12.4, if i try this the system want to remove a lot of core packages an the system is completly removed:

0 aktualisiert, 0 neu installiert, 39 zu entfernen und 0 nicht aktualisiert.
Nach dieser Operation werden 490 MB Plattenplatz freigegeben.
I tried to create a ticket in PLESK, unfortunately the version is not purchased directly from PLESK, so support is not possible.

You're possibly not aware, yet, but:
If you got your license from a reseller, your reseller should provide Plesk support for you.
If the reseller does not provide support, here is an alternative to get support directly from Plesk:

FWIW The latter, is much better than having to go through your reseller, as they generally (but not always) are a bit lacking in commitment, interest and speed, when they are effectively, just a middleman...

That's a Plesk linked / generated error, which is why it's a bit more involved than an Ubuntu (only) set of errors in terms of correcting it, hence Plesk Support?
FWIW What Ubuntu Apt and/or Aptitude CLI commands have you utilized so far?

e.g. Having taken a complete server snapshot first (just in case / to facilitate a complete recovery prior to their use)
Bash: 
root@host:~# apt-get clean
This example is only cleaning cached packages, so it's of absolute minimal risk but others generate more risk hence taking a prior snapshot

As per previous post, the above and assuming that you have tried (with no success) all apt / aptitude commands...
Then it's back to raising a Plesk Support ticket, as they definitely WILL fix it, quite quickly too.
