Try to run

# plesk installer --select-release-current --reinstall-patch --upgrade-installed-components

before upgrade for fixing this issue.

Connect to your server via SSH, open the file with "less", "cat" or an editor of your joice.

Than you can copy it.
 
Performing the dist-upgrade from Debian 6,7,8 and Ubuntu 12:
Preparing server for upgrade

  1. Create a full server backup. Before the upgrade, make a full server backup. Also notify the customers about upcoming downtime of one to three hours.

  2. Consider to remove sources list backup files which might be left from previous dist-upgrade:
    • /etc/apt/sources.list.saved_by_plesk_distupgrade
    • /etc/apt/sources.list.d/50sw_autoinstaller.list.saved_by_plesk_distupgrade`
  3. Run pre-upgrade helper script (in this case dist-upgrade from Debian 8 to Debian 9) and prepare Plesk and the system for the upgrade:

The script logs all its actions in /var/log/plesk/install/plesk-distupgrade.log.

4. For upgrade from Debian 6,7 disable switching to systemd during the dist-upgrade by creating the file /etc/apt/preferences.d/local-pin-init:

Just like another colleague, this sounds very much like a atomicorp / debian 9 issue with modsecurity.

Try the following: remove modsecurity (temporarily), run the update, and reinstall modsecurity. Should do the trick.

Thanks for your answer.. But it is still not working.. I deinstalled mod_security, but update still not working...
 
There was no way to solve this in any way and we tried for days. So we decided to do a new installation with the use of some parts of our backups. We just wanted to change the server to a newer one (i7 to ryzen 7). So we could do both in one step. Now we are on Debian 9.9 and Plesk Onyx Version 17.8.11 Update #52 and everything is working fine since the change...

EDIT: But we had some other issues. Do you use mod_security? If yes, just create a free account and configure Comodo ModSecurity for it. Perhaps this can help. In older plesk versions aotomicorp makes problems. In newer versions there is just Comodo ModSecurity.
