Plesk Version 11 is not working

When I login to my GoDaddy VPS account - https://xx.xx.xx.xx:8443/login.php3 , I get this message. ( see below please)

How to resolve this issue .. please help. I did not upgrade, it was working fine this morning, but stopped working later.

I have heard bootstrapper fix, but what is it and how do I do it ? ( if at all it is applicable for my situation). FTP is working fine.
