Can we edit the exisiting templates provided in sitebuilder to customize and save them to meet our needs or do we have to create new templates and upload them

You can edit exiting templates but it is suggested to create new ones from the scratch as it would be easier for you to make modifications.

Ok, quick question...
What program can edit the templates? Or does it have to be done all in code?

if anyone has any suggestions can you post them? I've wanted to change the templates around for quite some time
now but never got to do it.

You can use Custom Templates Developer's Guide for Sitebuilder from here:

http://www.parallels.com/ptn/documentation/sitebuilder/

and Software Development Kit from here http://www.parallels.com/ptn/download/sdk/ for these purposes.
With help of it you can create your own templates. As for existing templates you can modify it only in code as source files are not available yet.
