Issue problem with file with accent to download

Plesk : 12.0.18 / CentOS 6.9
I can't upload a file with accent directly with url like
example.fr -&nbspExample Ресурсы и информация.
Il have this error
The requested URL /test_éà .txt was not found on this server.
With my precedent host, i can download this file directly with non problem

I try to modify charset on httpd.conf with
AddDefaultCharset UTF-8
AddDefaultCharset ISO-8859-1
but the problem is not resolved

Does anyone have a solution ?

I think that this is an issue with the charset encoding when you upload files to the server. When you operate the server on UTF-8, on uploads of files with special charcters, you must tell the FTP client to use UTF-8, too. Else the characters will not be stored on the system correctly.

Using special characters and spaces in filenames will almost certainly lead to issues. You will not only experience the issue described, but also problems with backups and restores. Maybe you should consider to re-think the strategy and rather use safe file names.
