Problems with Plesk CP 8.6.0 on Fresh NEW Install...

I put together another server for Plesk CD. A Dell PowerEdge 2950 for the hardware.
The OS is Windows Server 2008 Standard.

I downloaded fresh new FULL installs of Plesk, Gene6, and Sitebuilder x64 version.

I formatted, installed the OS, installed the components and features for Plesk.
I then installed Gene6 FTP server.
After that, I started the Plesk CP 8.6.0 install.

After the install I rebooted to be on the safe side as I usually always do when I install any
programs that write services(such as MSSQL)...

I logged into Plesk. No sitebuilder was showing.
I went into Windows Server Control Pannel>Files and Programs
... No Sitebuilder was showing.
I started the Sitebuilder x64 install and after it got all the answers from me before it started writing files
I got a window popup error.

Is anyone getting this? I can duplicate this error also. I started fresh, formatting, installing the OS, etc
as above, and the same thing happens...

Please help! Can someone tell me why Plesk 8.6.0 / Sitebuilder just isnt' working now...
