Resolved Promo per Panel.ini doesnt show in backend

We try to inform our customers about server changes.
So we try to use the plesk promo like in docu:

Creating a Promo

The /usr/local/psa/admin/conf/panel.ini has 644, we stoped and restarted psa service.

we try as admin / root, we try as customers, there are no promos displaying.

Is this a known bug oder can anyone help?

Is there any other option, to inform all customers, resellers or admins within plesk?
Any Addon?

Promo doesnt work on our servers (Strato Root-Server, Hetzner-Root-Server)
