Protected directories not working?

we've installed oscommerce using the application vault. the protected directory "admin" keeps poping up asking for a username password, which I type in. then it does it again, and again and agian... i never actually get to the admin page.

I went into protected directories in plesk and changed the password to what I thought it was. Still doing it. I created a new account for that directory -- still doing it.

under prefs, directory location had "Non-SSL" checked, but SSL unchecked. I was attempting to access over SSL -- so I checked the SSL box. Still doing it.

I'm very frustrated. how do I get access to this directory?
