Issue [PTD-1220] error in help center extension

This error is both in plesk 12.0.30 and in 17.0.17

If the (admin) language is set to something else then english (dutch in the test), every page in the help center extension gives

404
Oops, page not found

I only tested it logged in as admin, so its possible its always.

Checked on Plesk Onyx Version 17.0.17 Update #15 with French, German, Russian - all works fine in the help center extension.
 
dutch in the test

dutch set as default language, all other where disabled and changed in the admin profile, the key has 1 language.

norwegean, korean, indonesian, all give english help, from the tested only dutch gave 404 error

just found out:

if the language is dutch, then ANY link when logged in as admin or reseller gives error 404.

Not only the helpcenter, but also opening help via the link next to the search field, the link when opening the pop-up, explaining how to configure mailclients, etc...

I suspect this is because there is a customer guide in dutch, but not a dutch admin or reseller guide and the help function always tries to open the dutch version instead of english when admin or reseller.
