Qmail Limit Spam

It's possible configure qmail for that user can put a sending limit per hour, for example?

As much as I seek can not find anyone who has done it with plesk qmail +

You would need to add a suitable patch to qmail and recompile it manually using the patched Plesk qmail source files.
This is not something to attempt unless you are very well versed in applying patches and compiling from source.

A number of people have asked for Parallels to add such feature in Plesk - it would be handy.
