Qmail Problem (Not Send and Not Receive Mail)

Hello,
2 days ago I updated to the server with plesk control panel board.

But unfortunately no way for 2 days and mail can not send e-mail.

Through Hotmail.com, the server system located on the mails that I sent to my site gives me an error as follows.

Hi. This is the qmail-send program at ns1.imcturk.net.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

Check related errors in /usr/local/psa/var/log/maillog at least and try to find solution in KB articles.
