Reseller can create service plan, but cannot apply them to his subscriptions

I logged in as one of my resellers and created a service plan. However, when I went to apply it to some of the subscriptions of that reseller,
that service plan was not listed amongst one of the possible ones (that pull down menu).

So I deleted that plan and logged in as admin, created the same plan.. even the same name.

Logged in as that reseller again, and now I COULD apply that plan to that reseller's subscriptions (it was listed in the pull down menu).

Isn't this a bit odd? Reseller can create plans but cannot use them?

Thanks, -t
