Reseller Plan with custom php

Hi.
We are having a problem with reseller plans that contain custom php.
AS an example, for one reseller we add the following:

upload_max_filesize=128M
post_max_size=128M
date.timezone = America/Chicago​

If we remove this, everything works.

When a reseller attempts to create a domain, the plan is not applied, domain not created, etc..
error in /var/log/plesk/panel.log:
[2016-01-08 09:55:30] ERR [panel] The plan was not applied: Custom changes in PHP settings
[2016-01-08 09:57:47] ERR [panel] The plan was not applied: Custom changes in PHP settings
[2016-01-08 10:02:13] ERR [panel] The plan was not applied: Custom changes in PHP settings
[2016-01-08 10:17:24] ERR [panel] The plan was not applied: Custom changes in PHP settings

Any Suggestions?
