Restore a full server backup

Hi! My server is down for a ubuntu 8.04 to ubuntu 10.10 update.

Now I can't login nor SSH, HTTP, FTP, ...

My hosting VPS provider also can't login with the Virtuozzo parallels tools to manage the VPS.

They comment me to install a new VPS with Debian 5, but I haven't the backups generated by Plesk, I have a full server backup.

How can I restore this backup?

Why you can't restore full VPS backup?
