Can I restore a backup based on multiple levels?

The following Command restores a backup on level domains

plesk bin pleskrestore --restore "C:\Program Files (x86)\Plesk\Backup\backup_info_1904051408.xml" -level domains -ignore-backup-password -ignore-sign

Is it possible to restore a backup with multiple levels? For example: '-level ["clients", "domains"]'

No. Restoration levels should be consistent and separate, one after the other.
