Issue SA_MAX_MAIL_SIZE not working for very large spams

We currently have the value set to 4MB which appears to break the mechanism; for example, spams of size 600K are coming through and not being sent to spamasassin. It appears we were able to set this value as high as 2.5MB and the mechanism still worked.

The reason we set this so high is that we were seeing very large spam, greater than 3MB in size. The spammers simply add a huge attachment.
