We run quite a few Plesk servers and it seems that for all these servers the Sitejet buttons for creating new sites are gone (even as an Admin when creating a new domain), most likely since the Sitejet update to 1.3.0-6089.
It looks like the button to edit an existing page is displayed, but it is not possible to create a new Sitejet page, even as Admin, or as a customer when it is allowed in the Service Plan permissions.

I have tried the following:
- Server with Plesk 18.0.71 and Sitejet 1.3.0-6089 installed: Button not visible
- -> Removed Sitejet and installed it again via Plesk UI, it installed 1.2.5 -> Button visible -> Upgraded it to 1.3.0 via the UI -> Button not visible
- Upgraded Plesk to 18.0.72 with Sitejet 1.3.0 installed: Button not visible
- Server with Plesk 18.0.69 and Sitejet 1.3.0 installed: Buttons visible
- -> Upgraded this system to Plesk 18.0.71: Buttons not visible
