Skin partially loading and mixing with old one

I have switched from the default skin of WinXP Blue to Longhorn Aero. The problem is the header and left menu image bg slices are still ones of the old skin. So it appears to be a mixed skin or hybrid between the old and new skin set to default.

How does one get the entire new skin to load? I tried this on all the skins in the list. The login screen changes no problem but the server screen displays either mixed between WinXP blue or remains WinXP blue altogether.
