Is there any configuration in Serviceplans available, to allow customer to change this settings (see my screenshot) itself?

Yep, it's a "Hosting performance settings management" permission.
 
Which setting do you mean?
I can only find "Allow to customice general PHP Settings" "Allow to customice PHP Version and Handler"

Both Settings are enabled on my screenshot in the first post
 
Service plan -> Permissions -> (expand additional permissions section with "Show more available permissions" on the right side) -> "Hosting performance settings management"
