.swf files downloading instead of displaying

Hello,
I have transferred some domains from Plesk 8.1 to 8.3 on a Windows 2003 64bit Standard server. For some reason, in IE only, .swf files are not loading within the browser. If you try to access a .swf file directly, it attempts to download it instead of view it. I tried adding a MIME type for .swf to IIS, but it is still a no go. The same site on the old server does not have this problem. What could it be?
