TomCat Not Working On Virtual Port

Hi we have around 500 + domain in a dedicated server however we normal face a issue of tomcat not working for domain in virtual port.
However when we track domain name which is not pointing to our server as per http://kb.odin.com/en/982 then the tomcat workes fine.
Is there anyway we can make tomcat work even if anydomain is not pointing to our server ?
I have read in KB that "Another solution in this case is to use localhost as a primary DNS server. Therefore, all domains will be resolved. "
But how to achive that ?
