Trying to fix "Report as Spam" and "Report as Innocent"

I have been trying to fix the "Report as Spam" links in horde.

I have managed to get Horde to write the links "Report as Spam" and "Report as Innocent" at the top of each folder listing.

This is done by editing:
/etc/psa-horde/imp/conf.php

and changing the following lines:

$conf['spam']['reporting'] = true;
$conf['notspam']['reporting'] = true;
$conf['spam']['program'] = '/usr/bin/sa-learn -u %u --spam';
$conf['notspam']['program'] = '/usr/bin/sa-learn -u %u --ham';

Horde reports:

1 message has been reported as spam.
1 message has been deleted.

Yet the .spamassassin files (bayes_toks and bayes_seen) have not been touched.

Is this the correct way to implement per user spam training?

Any pointers to documentation or what I am doing wrong would be helpful.
