As you can see here https://docs.plesk.com/release-notes/17.0/software-requirements/#s2-1 Ubuntu 16.10 is not supported. We support only LTS versions of Ubuntu.

even that the Ubuntu version you use is not supported by Plesk, pls. have a look at all Plesk installer - options:
As you can see, you have the choice to "override" specific basics, as for example:
Be informed that you only should use these options, if you are an experienced linux - administrator and that you may not get any support at all, when you use non-supported OS - versions.
