Unable to add subscriptions

As the title says, I cant add subscriptions, not even for the administrator account, comes up with:

I tried going through all the Plesk reconfigurator options...

Please help, I just ordered a plesk license and now I cant even use it!

Additional: happened on clean install of windows server 2008 R2

Tried plesk 12 and plesk 11.5 with trial license

Fixed all by my lonesome.

essentially there can be a bug with the installation of IIS7's URL Rewrite module..
goto control panel, programs and features, and uninstall URL Rewrite 2.0.

download it from http://www.iis.net/downloads/microsoft/url-rewrite

Reinstall.

you will need to restart server manager to view the changed...
