Issue "Unable to perform the sync"

I'm getting this message when I try to sync a service plan with subscriptions.

I came across this thread:

Which suggests that the issue is due to subscriptions overusing some of the limits set in the plan. Is there any quick way to check which limits might be overused?

I also don't understand what the purpose of this behavior is. For example, I'm trying to enable CGI support on all of the subscriptions at the same time. Some of the subscriptions are expired. One thing has nothing to do with the other, so I don't understand why Plesk would not sync all the subscriptions with this setting.
