I know that this is an existing issue, but here's my situation:

I am attempting to backup files on one Plesk server which I am a "client." I've uploaded the backup file to my new server, which is a brand new IP address, on a totally seperate dedicated server.

I understand that the solutions that are in this forum require you to insert the certificate from the old (previous) server and insert the record into the new database.

How can I restore the backup from the previous server onto the new one, not having root access, and trying to restore a previous domain from a different IP onto a new server with a new IP?

Will I have to manually re-create all users, databases, etc?
 
You can not restore in this case, sorry. You will have to recreate everything manually.
