The URL "https://autoinstall.plesk.com/" is accessible. But the URL PPP is trying to access does not exist. It is an URL with numbers an "-" and ends with .xml.crc (see above)
 
Most probably that the system identifies it as virus because of the Antivirus settings. Try to disable antivirus.
 
Deaktivated "DrWebCom" with the Plesk Services Monitor. Have not installed any other Antivirus.
Error still there.
 
Ok. After getting no answers I decided to test it on a fresh VM with Windows Server 2008 R2 and without any changes on the system or on plesk.
I'm getting the same error...
